Please discuss it on the list _before_ you file a bug report.

Read again my answer to Otavio. It is in there.
The udeb section was created specifically for Debian Installer. IMO that 
means that the d-i team has veto rights over anything that goes in there.

The logical consequence of that is that new udebs should be discussed on 
the debian-boot list before they are requested or created.
Again, possibly with the exception of architecture specific things (which 
should be discussed with/between the d-i porters). However, even for 
these discussing, or at least announcing, them on the list would be 
welcome.
