How is a client supposed to get the proxy version? I don't know if this
is even possible; in any case working around specific broken proxies is
not a good idea; there are so many ways a proxy can break. 

AFAIK the installer should already do something reasonable when the tcp
connection times out. That may take several minutes to happen.
