Bug#385311: install: default apt.conf in etch beta 3 makes impossible the apt to connect through transparent zorp

with transparent zorp proxy gives the following:
Hib http://security.debian.org etch/updates/main Packages
  500 Error encountered [IP: 194.109.137.218 80]

without it aptitude update works
