Hmm. Does not ring any bells. Anything in the syslog about that?
If not, could you try to reproduce?
Note that some messages not being translated during package installation 
(by tasksel) is a known issue.

Not sure about this. This may be due to localization-config currently not 
being run. In that case this should be resolved hopefully before Etch.

Note that the keyboard layout probably also was incorrect in the installer 
itself, which is a known issue.

UTF-8 is new default for Etch.

Strange. They should be ordinary PNGs. I have been able to view them in 
the past.

Suggest you get the "Finnish desktop" and "Finnish environment" tasks 
updated... Check in aptitude for their current contents and compare with 
other languages.
