Yes. Ondemand only works if the CPU can change its policy reasonably
fast. On processors where this is not possible, you can load the module,
but trying to enable it ("echo -n 'ondemand' > scaling_governor") will
produce an error.

This is true for, e.g., my laptop (PowerPC G4, 8448A if I'm not mistaken
(it's in for repair currently))
