Well, the problem manifests itself in user-setup, so I do think the bug 
report belongs there, if only as a reference for other users.

In that case you should probably clone the bug, reassign to the proper 
package, "block" this BR with the cloned BR and work with their 
maintainers to get that issue solved.

Someone needs to take responsibility for this issue, and I feel that the 
maintainer of user-setup is probably the best person to do that.
