Bug#358097: localechooser: Australia is now the default country for English

This bug has been noticed by Frans. It appears that the default country for
English, even though theoretically set to be "United States", is
"Australia", ie the first entry in the list.
The templates file, as included in the package is:

I somewhat suspect that the problems comes from either cdebconf, or
po-debconf...and is very probably related to the comment.
