That's probably worth investigating a bit later. The D-I team is
currently focused on the release of etch beta2, so you might not get
as much input as you would like, buut this issue definitely sounds
interesting for investigation.

I reassign this bug quite blindly mostly for it not rotting in the
installation-reports mess.

Several preseed variables have changed. Please report to the D-I
documentation for more details.....

base-config does *not* happoen anymore. It has been replaced by
various parts of the installer such as tzsetup, user-setup, pkgsel and
such.

The trickiest parts of automated install to reproduce with the new
scheme are probably early/late commands which install packages. They
probably need to use the proper chroot commands...But, frankly
speaking this is an area which I haven't investigated yet.

Finally, please note that preseeding with etch beta is quite likely to
be broken quite soon. Yoou would have better luck working with the
daily images or the soon to come beta2.
