Bug#348773: can't initialize debconf template database

I've seen this same problem during an installation on Sparc. The has been 
an upload of the lowmem package today that will probably fix this issue. 
The images for i386 will probably be fixed tomorrow; for other 
architectures it will probably take one more day.
