Bug#347918: cdebconf-gtk-udeb: Buttons translations are not loaded unless g-i stops to display a note or any other dialog

To reproduce this bug one must do the following I described on IRC:

15:27 < bubulle> try booting g-i with:
15:27 < bubulle> "linux debian-installer/locale=nl_NL console-keymaps-at=fr-latin9 DEBCONF_PRIORITY=critical"
15:27 < bubulle> will bring you up to the DHCP progress bar and look at the buttons
15:28 < bubulle> there are the stock buttons. They are only localised when g-i stops to ask a question or display a note

nl_NL can be replaced by any other locale. Same for the keymap.

The key is that g-i buttons aren't translated until g-i stops...

This becomes obvious in a fully automated install where buttons remain
untranslated all along 1st stage....

Moreover, the Back and Forward buttons are not greyed out in such case,
while the Screenshot button is....
