The coordinator is the contact we have for all translations in a given
language. By "we", I mean the d-i i18n coordination team, namely
myself, Dennis Stampfer and Frans Pop (Frans being more devoted to the
installation manual).

I'm trying to setup a kind of reference data set with a coordinator,
possibly a backup coordinator and a language team contact, for each of
the supported languages.

For zh_TW, the contact is Tetralet and I'd really like to have an
alternative contact.

Being a coordinator or backup coordinator, you do no become
responsible for all translations. You're just the interface between
the d-i team and the translation team (or group of translators).
