As it is now, there is no option for dialup in the first stage
"Configure the Network" of the netinst d-i; selecting "no ethernet
card" is a non-obvious first step for configuring dialup.  Perhaps
creating a dialup PPP option in "Configure the network" is a good idea
and selecting it could cause the installer to touch /etc/resolv.conf?
