As base-config is responsible for calling out pppconfig, I think that
checking the nameserver address in resolv.conf is its duty (Joey will
maybe disagree but anyway this is better assigned to base-config than
to debian-installer).
D-I people, see this bug log for details about why pppconfig does not
wirte resolv.conf : John gave good explanations about it.
