Well, that seems logical to me, yes. And not very likely to break
things, indeed. You're left with the problem of dealing with LC_PAPER
which indeed is not "a4", "letter" or whatever else, but just contains
the value of the locale used for paper settings (LC_PAPER=it_IT and so
on...)

Then, as far as D-I is concerned we could decide (or not) to set
LC_PAPER in /etc/environment according to the locale used during the
install.
