Bug#344159: pkgsel: Fails while running in a netboot install (installing unstable)

I went on this while running a home-built netboot image and targetting
unstable. This bringed pkgsel after base-installer....and it failed.

I'm not completely sure now that the locale problem is the real problem or
not, indeed...this is up to now only what I have in the logs
