#263575 is the same bug than #253404.
In #263575, Kenshi proposed a possible solution that was rejected by
base-files maintainer.
Santiago then states that "support for Asian languages worked in
woody" which is not exactly right. It worked the same way it currently
does: by using jfbterm in 2nd stage which is only a hack because
jfbterm cannot be used later when logging at the console.
So, anyway, the solution to this bug is the same than #253404.
