Joeyh, ...

What do you think of having each individual udeb flavour into its own
debian-install sub archive, and modify the d-i .udeb stuff to look at the
non-kernel archive and in addition into the per-flavour archive ? I guess anna
doesn't know (yet) about more than one .udeb archive, right ? 

Not sure if it solves this problem, but it will in any case guarantee that
there is no kernel/module mismatch as there have been in the past for issues
like this.

This would make using per-module (or better yet per kernel CONFIG option)
.udebs less painfull, as the size of the subarchive will not scale with the
number of flavours, thus working around the problem of Packages size explosion
in this case.
