This was mostly because we wanted to have the standalone mode where
apt-debconf-progress brings up its own progress bar, and since it'll
have to have templates to do that we might as well expose them for
people who don't want to bother translating their own templates.

Yes, if you use --from and --to it will only do PROGRESS SET and INFO,
not START or STOP.

Mmm, right, I spent a while trying to phrase that better and eventually
gave up. Updated.

Thanks. We talked a bit last night about where this should go, and it
only really occurred to me afterwards that I think it would make more
sense to put it in debconf (and maybe call it debconf-apt-progress) than
to create a separate package for it. Would that be reasonable?
