That is a known issue when you use both discover and hotplug. You can 
probably uninstall discover. Just check the console/logs for what is 
loaded by it and what is also covered by hotplug. If anything important 
is left over, you should add it in /etc/modules.

Interesting suggestion. That could result in a kind of endless loop 
though. A text informing the user of the failure and suggesting to run 
dpkg-reconfigure could be an option. Reassigning to base-config for this.
