That would change the deconf frontend to a very basic one that will work
on any teletype. If you have any kind of reasonable console on the thing
(such as a serial console), you don't need that, you should just be able
to boot with debconf/framebuffer=false to disable use of the
framebuffer, and whatever other kernel command line options you need to
make it use your serial console.

If you do want to use the debconf text frontend for some reason, it's
not available in all installer images since it doesn't make sense to
include it in all of them. You'll find that frontend on the netboot
images and on a few scattered other images for some lesser-used Debian
architectures.
