I personally recommend avoiding kppp, and using Debian's own much nicer
ppp system.  Simply use pppconfig to setup a provider, then use pon and
poff to dial and disconnect.  Any user added to the dip (dialup ip)
group can use the pon/poff scripts.

Nice and independant of kde which is how system things should be.
