Indeed, kbd-chooser/debian/prebaseconfig contains
# Install non-Unicode variants of Turkish keymaps

db_set debian-installer/keymap $KEYMAP

if [ "$KEYMAP" = "trfu" ]; then
KEYMAP="trf"

as a workaround for #276752.
