Bug#320250: rescue-mode: Mount shows partitions mounted even when they are not

A user I helped on #debian-boot was very confused by the fact that, in the 
rescue mode shell, mount shows all his partitions mounted while in fact 
they are not.

The user wanted to install another kernel, but was frustrated because 
apt-get and wget seemed unavailable (as /usr was not mounted). He was 
almost ready to reinstall...

mount probably shows left over info from the installation in /etc/mtab 
(which IIRC is created manually before base installation). After the 
partitions are mounted manually, they are even shown twice by mount.

Maybe /etc/mtab should be recreated before the rescue-mode shell is 
started to show only / mounted.

Also, for installation of a new kernel, /proc needs to be mounted. It 
would be good if that were done automatically.
