I think we can use ntpdate to get the offset it will change the clock by,
and it it's large prompt the user to make sure if they want to set their
clock that much (and maybe even detect if it's due to the wrong UTC
setting). I think that covers it pretty well.

pool.ntp.org should be ok for at least a one-off setting during the
install. ntpdate apparently has a -u option that makes it use an
unprivliged port to get through firewalls. Of course we'd have to make
sure it behaves sanely if it can't connect.
