That's the partition table itself. Apple found it merits its own entry in
the partition map. As such, mac-fdisk will also create this entry.

These two contain code to let MacOS boot from the disk. Only Apple disk
utilities can generate these partitions.

The 1 MB partition the OP mentioned is the bootstrap partition for yaboot.
