Bootstrap loader completes, and doesn't do anything after

I have on my floor here an older Compaq Proliant 6500 server with a
Pentium Pro 200 processor inside, and am attempting to install Woody
bf2.4 on this.  Problem is that when the Rescue disk finishes loading
linux.bin, it just sits there.  

I haven't left it sitting for more than a few minutes in this state, and
the only other option I've tried on boot is "linux verbose".  The only
errors that come up are just errors related to the NV memory related to
various functions such as system state, and it's encouraging me to run
the system configuration - which as near as I can tell is based on some
other floppy.

Anything I'm missing?
