netconf chooses C netmask for 10 network

Upon installing sarge with the RC3 installer, we were surprised to
find the installer (or netconf) suggest a 255.255.255.0 netmask
after we entered an IP of 10.0.0.120. The 10 network is a class
A network and I would be interested to know about the criteria used
to decide on a class C netmask.
