The countrychooser setting only influences the default timezone that is
set in the second stage of the install, so you should be able to preseed
tzconfig/* using a preseed file. The example in the manual shows how to
do that.

I'm not sure if the same approach would work for keyboard, I've never
tried to preseed console-data settings.
