I agree with that, but I would like to stress that merely installing
popcon will not cause any report to be sent unless you choose 
'yes' at the debconf prompt on whether reporting (which default to no).

Really annoying issue, but it is really hard to tell apart reliably
official packages from unofficial one. Beside, this has the nice
side-effect of giving us some data about the use of unofficial packages.
