Bug#235980: base-config: apt-config should use debian-installer/country as default country for the mirror choice

When installing with a netinst CD the choose-mirror is not executed in first
stage and thus the mirror settings are not done.

In such case, apt-setup should fallback to the debian-installer/country
value for the mirror country.
