Bug#282107: LANGUAGE=en_PT: "en_PT" does not make sense. Should be "pt_PT"

Then choose Portuguese as language if you want pt_PT in LANGUAGE..:-)

en_PT is here because, in order to keep code not too complicated it
has been chosen to leave countrychooser add "invalid" values in front
of valid ones.

The important point is that:

the locale is correct: en_US
there is a correct fallback value in LANGUAGE after the invalid one
