Bug#279590: base-config: http/proxy fails to preseed

base-config seems to ignore the proxy settings I specify during the
first stage of the installer, leading to a warning message which
interrups a pre-seeded installation.  Specifically, I'm setting
   d-i     mirror/http/proxy       string http://web-proxy.rose.hp.com:8088/
in my preseed file.  The value is getting copied to config.dat, but apt-setup
doesn't seem to be honoring it.  Not sure how I can debug this further.

Tested using the netinst iso from
http://cdimage.debian.org/pub/cdimage-testing/sid_d-i/i386/20041102/
