Bug#277073: Install localization-config by default for powerpc to handle subarchs

This patch should enable installation of localization-config for LANG !=
en_US (so that en_GB, en_AU, en_IE are handled) or by default if arch is
"powerpc", so that the X kbd configuration of the subarchs is handled
correctly.
