I was not saying it should be added for _all_ users, just that users should 
be given the option to use proposed-updates. Something on the lines of "Do 
you want to use proposed-updates?" and explain why (or why not) it would be 
useful. This could be done after the step that asks users if they want to 
add security updates to their apt list. Maybe the priority could be lower 
(with a 'no' default).
