I tried on VMware (linux DEBCONF_PRIORITY=medium).
When prebaseconfig-udeb launches baseconfig-udeb, termwrap is called.
1. If I choose CJK or UTF-8, termwrap calls jfbterm.
2. Because bterm uses framebuffer, it falls back to English.
Above is not so problem. But,
3. VC1 goes black screen.
4. When I switch VC2, I saw red screen (this screen seems lack many strings).
5. Then back VC1, blue screen come back, but no redraw won't be apply
this console. I can input Enter or any key, but I can't get no feed
back from VC1. Unusable.

IMHO this problem isn't language side, but is kernel or something side.
