The bug 260227 is the cause. As you can see from the discussion I have
been cc:'ed about the need of using the console-cyrillic package for the
installation. It seems that all other Cyrillic languages have already made
the switch, so I assumed it should be done for Russian also, completely
forgetting any release plans. I assume, this gives it a low priority, as
doing otherwise shouldn't break things.

As I see it, there are three possibilities:

1. If languagechooser 1.32 (currently UNRELEASED) is going to enter sarge,
so these changes should go in

2. If the latest languagechooser version will be 1.31, then the changes to
termwrap can be scrapped

3. Even if the new languagechooser goes in, both changes could be rolled
back
