Maybe this could be implemented by adding a special 'C' language option in 
languagechooser.
It would still be usefull to ask for country (to give defaults for mirror and 
timezone) and keyboard (can't do anything without the proper keyboard 
selected :-).

I can see arguments for this for server installations.

The 'C' language option should set LANG="C" (and leave LANGUAGE unset) 
in /etc/environment and bypass the new localization-config module.
