Bug#270239: Timezone configuration should not show 'UTC' after system time

The dialog asking the user whether his system clock is set to local time or
GMT currently displays e.g:
The hardware clock says the time is now Sat 04 Sep 2004 11:16:20 AM UTC

I feel this is confusing as this would imply that the clock is set to GMT even
if it isn't. IIRC older versions of this dialog did not show 'UTC' at the end
of the time.
One other issue
Should 'Based on your country' in the next dialog be replaced by 'Based on
your location' as this is more neutral and consistent with terminology used
in countrychooser?
