Presumably the same reason that's been there for years:

  boot-floppies |     3.0.22 |        stable | source
  boot-floppies |     3.0.23 |      unstable | source

The actual disks-* directories in stable are 3.0.23, so the new source
needs to be pushed into stable before being removed.
