IMHO the old 'format partition' versus 'keep existing data' choice was clearer
than the current option 'Create file system'.
With the current user interface it is too easy for the user to "forget" to
format the root partition when using an existing partition.
Maybe the option "Create file system" should be changed to "Format partition".
Alternatively 'no' and 'yes' could be changed to 'no (keep existing data)' and
'yes (format the partition)'.
If I understand correctly, the user should set Create file system to 'yes' if
he wants to use an existing partition as / for the new installation.
There is a general warning after selecting Finish partitioning (which is _not_
shown if a partition for another mountpoint will be formatted), but I think
there should be an earlier warning as soon as the user selects an existing
partition for / without selecting to format that partition.
