I don't consider this a bug.  The acting_filesystem file caused #250453
and #251487 in the previous versions of partman.

Hah! A while ago I changed my mind - swap should not be turned on by
mount.d but by a separate script in finish.d.  However I have forgotten
to implement this change and I have forgotten that I have forgotten.

swap has been a method since 3 months.  Removing acting_filesystem
is the only change in this version.

I hoped (and I still hope) that the present partman is in the most
bug-free state it has ever had. :-(
