Is there a HOWTO on submitting install reports?

Please excuse my ignorance, but I am testing out the debian-installer on a
IBM Intellistation Z-Pro 6221-1PU and I am running into some difficulties.
I would like to submit a install report, but I do not understand how I
should send these.

I found the template:

The instructions say, "Please use this template when filling out
installation reports, and file the report as a bug report against the
"installation-reports" pseudo package, by sending it to
submit@bugs.debian.org"

Does this mean that I should send an email to "submit@bugs.debian.org" with
"installation-reports" in the subject line and the filled out template as
the body of the message?

Please advise.
