Bug#259150: Switches to ISO-8859-1 at the end of base-config on Russian-installed system

When finishing base-config on a Russian installed system (ru_RU.KOI-8R
locale), the terminal is switched to ISO-8859-1 at the end of the
installation. This make cyrillic output garbled.
However, when rebooting the installed system, cyrillic output is then
correct at the console.
I'm unsure whether the changes pending in trunk are related to this or not.
