For sure, displaying non latin-1 languages on systems without
framebuffer support is a bit clumsy.

On the other hand, I don't really know how we could do this. There is
currently nothing in languagechooser which identifies a language as
"latin-1". All translations are UTF-8 lines....

The only simple way may be a marker/field (yet another one) in
languagelist for mentioning that the given language is displayable on
a non framebuffer-enabled system. However, as the templates are built
at package build time, this would need mktemplates to build two
templates and languagechooser to diplay either one of thse, depending
whether the framebuffer support is activated or not.

I suggest we leave such changes to post-release.
