I think we should be able to pre-seed the
locales/default_environment_locale with debian-installer/locale.

The alternative is asking the locales package maintainer to pick up
debian-installer/locale.

With current d-i, this will work most of the time, except in cases
this value indeed points an invalid (or better said unsupported)
locale. With future languagechooser/countrychooser, this value should
always be a valid locale.
