Bug#250969: does not enable swap while running mkfs

I don't know why, but partman has stopped enabling swap before
formatting other partitions. This used to not be done, then it was fixed
(kind of), now it doesn't happen again.

There's a nasty failure mode on i386 2.6 kernel installs with 32 mb of
memory, where the mkfs runs out of memory, and the kernel OOM handler 
kills partman-server, crashing the install.
