Hmmm.
For me, the sarge-i386-netinst.iso with build date 20040520 (on F1 screen)
does _not_ have this problem. This image has base-config 2.4.21.
I managed to find the cause of the problem by comparing /etc from the old and
new installation. The cause was that /etc/console-tools/config.
In my 'old' 20040513 installation this file had:
SCREEN_FONT=lat0-sun16
[...]
SCREEN_FONT_MAP=iso15
In my 'new' 20040520 installation this file had:
#SCREEN_FONT=iso01.f16
[...]
#SCREEN_FONT_MAP=iso01
(both lines commented out!)
After commenting out both lines for my "old" install and rebooting, borders
etc. are again displayed correctly.
There is still one remaining problem: if I load vga16fb and fbcon, I still get
a garbled display on vt1-6 after I switch from X11 (vt7).
A reset or a switch from vt1-6 to another vt (not vt7) will fix the display.
I don't know if that's an installer problem though... Any ideas?
