Bug#250361: generates broken source package on build from svn checkout; should build-depend on autoconf stuff

If libdebian-installer is checked out of svn and dpkg-buildpackage run,
it will work, but it will generate a source tarball without a configure
script in it. The source package will not depend on autoconf even though
the files file will call autoreconf. This is a nasty trap to leave
waiting for someone, and it could be avoided by making the source
package build-depend on all the stuff that the rules file could use.

Alternatively, at least document it as has been done with the same
problem in autopartkit, and maybe remove the automatic call of
autoreconf.
