That means that the kernel is panicking (or otherwise locking up)
before the console has been initialised.  And this only happens
when APIC or local APIC is turned on.

Please try just nolapic, it'll probably fix the problem too.

This is basically the same as #228461 although the specific cause
might differ.

So please test the vmlinuz image I provided there and boot with
earlyprintk=vga.  Please submit the result in a new bug report
against the kernel package.
