Using the 100MB i386 netinst CD (20040417), default installation.

If I choose 'English (other countries)' for language and next 'Netherlands' 
for country, I end up with a broken locales installation.

After installation:
/etc/locale.gen contains "en ISO-8859-1"
/etc/environment contains "LANG=en"

During boot the following messages are shown:
locale: Cannot set LC_CTYPE to default locale: No such file or directory
locale: Cannot set LC_MESSAGES to default locale: No such file or directory
locale: Cannot set LC_ALL to default locale: No such file or directory

When I run dselect (e.g. to update from dhcp-client to dhcp3-client) the 
following messages are shown several times during installation:
perl: warning: Setting locale failed
Please check that your locale settings:
      LANGUAGE=(unset),
      LC_ALL=(unset),
      LANG="en"
are supported and installed on your system.
perl: warning: Falling back to the standard locale ("C").
